Large numbers of Governments in developing parts of the world are examining alternative service delivery and asset creation models. This has stemmed from the fact that large fiscal deficit has limited their capacity to meet growing infrastructure needs and has emerged as a major challenge in their efforts to improve their investment climate. Increasingly, governments’ are viewing effective Public-Private Partnerships (PPP) to play an important role in the provision and the management of various infrastructure services.
However, public service agencies in these countries particularly face a number challenges in managing these complex relationships. GIDD ’s wider approach and strategy towards public-sector development and more specifically, its programme on providing support to enabling PPPs in the Commonwealth precisely aims to address some of the challenges outlined above.
The purpose of the PPP programme is as follows:
• To encourage the implementation of PPPs, and enhance private-sector participation, through enhanced governance structures and practices, and strengthened public–private interface, based on current weakness and gaps and best practices;
• To provide training and capacity-building to senior to middle-level government officials on PPP project development, in order for them to enhance their capacities in implementing PPP projects; and
• To facilitate the target member countries to develop an enabling framework/and institution for implementing PPP projects.
GIDD’s assistance is based on the request received from the member country. Over the last two years, GIDD has assisted approximately 25 countries in the Commonwealth on various aspects that relate to the development and implementation of PPPs. Following is the snapshot of the assistance provided:
• Enabling PPP policy development in a number of countries;
• Delivering high level (Cabinet) workshop on sensitising key government functionaries with PPP options in a number of countries;
• Advising countries on developing PPP projects in a number of sectors including transport, water, social
infrastructure and tourism;
• Providing institutional strengthening to public sector agencies involved with implementing PPPs;
• Delivering detailed training programmes both for federal and local government officials, examining various issues that relate to PPP (like project identification, project finance, risk management, contractual issues, etc.)
