Michael Jones Lecture Series

Bond University's Centre for Law, Governance and Public Policy invites you to join us for the annual Michael Jones Lecture.
This year’s Lecture will be delivered by Professor John Petrila from the University of South Florida, USA. The topic of his presentation is "The Growing Use of Preventive Detention of People with Mental Illnesses: Legal, Policy and Treatment Issues".
 
Many countries have expanded the use of preventive detention, with a focus on people with mental disorders". Detention is often based on imprecise assessments of future risk, measured against vague legal standards. In many cases, "the result has been the erosion of due process and a mis-allocation of scarce treatment resources". Recent decisions by the European Court of Human Rights and the United Nations Human Rights Committee challenge the logic of national high court rulings upholding these practices. "The question for the future is whether the use of preventive detention can be circumscribed in a manner consistent with emerging international norms on human rights
