Copying from TV and radio - the Screenrights licence
Under the statutory licence provisions negotiated between the Universities Australia and Screenrights, off-air recordings can be made solely for the educational purposes of the University from TV, radio and cable or satellite TV, including free to air Podcasts and Vodcasts that originate as broadcasts.
There is no restriction on the type of program that may be copied, the amount that can be copied or the number of copies that may be made, if the copies are made from free-to-air broadcast radio and television.
- Programs may be copied off-air even if the program is available for purchase commercially.
- Whole programs may be copied, or any part of a broadcast, including advertisments.
- Copies of the program can be reproduced, distributed and communicated to students with warning notices as appropriate
Note: It is not permitted under this scheme to copy pre-recorded material such as commercially purchased or hired videos, CDs or tapes.
Making recordings
- As long as off-air copies are made for, or on-behalf of Bond it is irrelevant who makes the copy.
- You may make a copy of a program at home for private viewing, but if you then decide to use it for teaching purposes, it becomes the property of Bond and needs to be labelled.
Requesting a recording
- If the recording is to be kept in the Faculty - Staff should ordertheir own Off Air Recording to be paid out of faculty funds from the QUT Resource Centre.
- If the recording is to be kept in the Library - Staff should order an Off Air Recording through their Liaison Librarian. This item will be purchased, and kept in the Library, and will be available for loan by all staff and students.
- Recordings of TV (free-to-air or pay TV) and radio broadcasts can be made at home for use at Bond. Use of these recordings is covered by the University's Screenrights licence provided the copy is made for the teaching purposes of the institution and labelled in the appropriate manner. Copyright labels are available from the Manager, Scholarly Publications and Copyright (x 51523).
- Access news and current affairs programs via TVNews, a Screenrights Licence compliant database available through the Library.
Using the recordings
- The recordings can be shown in lectures
- The recordings can be distributed to or communicated to students
- Digital recordings must carry a Warning Notice

Notices
Labelling or Marking Sticker
Each copy (video, CD or DVD) of the broadcast made under the scheme, or any container in which the copy is kept, must be labelled. This includes the original copy, and any reproductions made from that copy, such as those that you may send out to your students.
The label must contain the following information:

Warning Notice
The recording may be communicated either by email, or from a secure web site.
Each electronic or digital copy which is communicated under Part VA must contain an electronic warning notice incorporating the following information:

The agreement with Screenrights has the following conditions and provisions:
- Copying must be from free to air broadcast radio and television.
- The copy can only be used for educational or administratives purposes of Bond University
- The copy must be marked (labelled).
- Digital reproductions must carry a Warning Notice.
- If appropriate, details of the authors of the work should be noted on the tape (this is especially relevant where entire films are recorded, please ensure that the credits are included with the recording).
- If communicated online, materials must be available to staff and students of Bond University only (via a password protected Web site such as Blackboard).
- Copies of the program can be lent to staff and students of Bond University, but not to other institutions; although Bond University can make a copy of the program and supply that copy to the other educational institutions requesting it if they also have a licence with Screenrights.
- If copies are sold, it must be on a cost recovery basis only.
TV News
Access news and current affairs programs via TV News, a Screenrights Licence compliant database available through the Library. TV News is a revolution in media delivery of news and current affairs stories broadcast on Australian television. Utilising the university’s Screenrights licence TV News programs are comprehensive and searchable by topic.

Recording during set hours
Under the terms of the agreement between the Australian universities and the Screenrights organisation, which represents copyright owners, QUT records programs in set hours on the ABC and SBS plus the Commercial Stations (7, 9 & 10), which are then held for a period of 28 days. Clients may request a copy of a program from any of the channels recorded during the preceding 28 days. Please check Current Hours of Off Air Recordings (PDF 8Kb).
Recording on request
Programs can also be recorded from certain satellite and radio stations as well as from certain Foxtel channels. These will only be recorded on request with preferably 48 hours notice. Please check the List of Foxtel Channels Currently Received (PDF 10Kb)
