Public Private Partnership Executive Program

Course Overview

This two day program is designed to give you an understanding of how to gain value for money when procuring service outcomes through the involvement of the public and private sectors. The program will develop a good understanding of Public Private Partnerships; what they are, how they work and the new national policy and guidance framework. The program offers a case study based approach that reflects extensive transactional experience in both the public and private sectors.

Day One

An introduction to the Australian PPP Policy and Implementation national policy and guidance framework PPP program – the sector bids, value for money and financing PPP projects. Public sector participants will gain insight into PPP project management, the key value for money drivers and the EOI and RfP stages. Private sector participants will gain an understanding of the things that make a competitive PPP bid, how the program works, how PPP bids are put together, managed and financed.

Day Two

Examines particular aspects of PPP procurement – the underlying commercial principles, contract management, the important role of risk allocation and management, the public sector comparator, bid evaluation and concluding negotiations. There is an emphasis on case studies and lessons learnt from recent Australian transactional experience.

Who Should Attend?

People currently involved in all aspects of bidding for, planning and delivering PPP projects, or those who expect to be involved with such a project in the future.

This program has relevance to public and private sector executives with an interest in major project procurement. The PPP program is a best practice model employed in the Australian state and territories. It also provides a major project procurement alternative for local government.

Dr Michael Regan

The course is coordinated by Dr Michael Regan, Associate Professor of Bond University. Dr Regan has qualifications in law, economics and finance. He has lectured in several of Australia’s leading universities and worked as an investment banker for 15 years specialising in infrastructure, public procurement and public private partnerships.

Dr Regan provides advisory services on major project procurement to public agencies and private firms within Australia and overseas. Dr Regan will be responsible for presenting two of the sessions and remaining sessions will be delivered by senior executives from key industries.
