Public Private Partnerships: Performance and Lessons Learnt

Project Summary

A review of the evidence including refereed articles, government and industry reports, the publications of international organisations, professional associations and state audit offices to identify and collate information that documents, measures and explains the performance of public private partnerships (PPPs) over the past 20 years with a view to identifying the following outcomes:

A comparative review of the quantitative and qualitative results of PPP procurement experience across a number of jurisdictions in developed and developing countries

To prepare panel data with a view to identifying causal factors that may contribute to performance differences between jurisdictions, appraisal methods, the use of comparative benchmarking, bid process, and type of project PPP performance comparisons with other methods including traditional and alliance contracting, outsourcing, and asset-based franchising and project delivery management methods.
